Purpose

The Fraud Hotline provides an avenue for citizens, including County employees, to report suspected financial improprieties, waste of public funds or resources, and/or constructive suggestions for improving County operations.

The Fraud Hotline is for reporting issues involving Jackson County Government operations, but we do not investigate matters related to other political subdivisions or local businesses. It is not to be used for general complaints, employee personnel matters or personal issues.

The Jackson County Office of Ethics, Human Relations and Citizens Complaints (EHRCC), created by the County Charter, has a responsibility to receive, investigate, and attempt to resolve Charter complaints from citizens involving agencies, officials and employees of Jackson County government.

Calls Can Be Anonymous

The Fraud Hotline is operated by the County Auditor’s Office, and access to the messages left on the Hotline is limited to individuals specifically authorized by the County Auditor. Calls to the Fraud Hotline can be anonymous. If you do desire to provide your name and contact information, the County Auditor’s Office will make every effort to keep this information confidential.

Reporting Fraud, Waste, & Abuse

Fraud, waste, and abuse include, but are not limited to:

  • Neglect of Duty - Noncompliance with applicable rules, laws and regulations; misuse or abuse of time during work hours.
  • Misuse of County Property - Negligence in the care and handling of County property, unauthorized or inappropriate use of County property or equipment, intentional abuse or destruction of County property, theft of County property.
  • Falsification of Information - Falsification of personnel records, time records, or any other County employee record or report.

Before making an allegation of fraud, waste or abuse be reasonably certain of any claims. False allegations can have serious and negative impacts. They can also damage reputations. We believe that our responsibility for integrity, credibility, and sensitivity to employee and citizen needs is a key asset.

The Fraud Hotline - 816-881-1555 - is available 24 hours per day, seven days per week. If you would rather send an e-mail (with photos and any other needed attachments), you can report fraud by email as well.

Information to Provide When Calling

When contacting us using the Fraud Hotline, please be as specific as possible. You should have the following information available when you call:

  • Circumstances of the incident
  • The County Department and subjects involved
  • Identify any documents, evidence, or credible witness that is available
  • Please provide any dates, times, names and/or places available

Fraud Definitions

  • Abuse - the excessive or improper use of something; or the employment of something in a manner contrary to the natural or legal rules for its use; the intentional destruction, diversion, manipulation, misapplication, maltreatment, or misuse of resources owned or operated by Jackson County; or extravagant or excessive use so as to abuse one’s position or authority.
  • Fraud - the intentional deception perpetrated by an individual or individuals, or an organization or organizations, either internal or external to Jackson County, that could result in a tangible or intangible benefit to themselves or could cause detriment to the County. Fraud includes a false representation of a matter of fact, whether by words or by conduct, by false or misleading statements, or by concealment of that which should have been disclosed, which deceives and is intended to deceive.
  • Waste - the intentional or unintentional, thoughtless or careless expenditure, consumption, mismanagement, use, or squandering of resources owned or operated by the County to the detriment or potential detriment of Jackson County. Waste also includes incurring unnecessary costs because of inefficient or ineffective practices, systems, or controls.
