Jackson County Vaccine Assistance Program Application

Deadline for Application is July 21, 2021.

The Jackson County Vaccine Assistance Program focuses on helping assist not-for-profit organizations and facilities in Jackson County to reimburse the cost of hosting a COVID-19 vaccination clinic. Agency/facilities need to have hosted at least one COVID-19 vaccination clinic. The program will be funded using CARES Act funding. Funding of $250,000 allocated by the Jackson County Legislature for this purpose with no cap on organization requests. The award amount offered to those eligible selected organizations services who have been managing vaccine clinics and have had increase of demand on their facility or staff. For each assistance request, supporting documentation must be submitted for your application to be reviewed for eligibility. This should include a budget, receipts, invoices, proof that you are current in payment of all Jackson County and local taxes, organization reports or spreadsheets that demonstrate the costs incurred in 2021 due to the use of your facility as a vaccine clinic. These documents can be emailed to CARES@jacksongov.org with the following subject line: "Organization Name_VAP Application".

Application Proccess

Fully completed applications will be processed for qualified organizations on a first come, first-serve basis, on-line via the Jackson County website.

A complete application has the following items:

  • All questions on the online form completed and submitted.
  • Documentation supporting your funding request e-mailed to CARES@jacksongov.org  with your Organizations Name and VAP Application in the subject line. 
  • Documentation includes budget, receipts, invoices, organization reports or spreadsheets. Proof that you are current in the payment of all Jackson County and local taxes. Invoices/receipts must be submitted to prove expenditures that have not already been funded through another group. If receipts, invoices, and budget are not included the application will not be completed.
  • Your funding request must reflect actual cost incurred from March 1, 2020, to June 30, 2021, and a detailed budget with expected expenditures for July 1, 2021, to December, 31, 2021.

 

Award

Items that will be covered under the Jackson County Vaccine Assistance Program funding if documentation proves that there was increase in demand on facility or staff that shows costs incurred or bolster due to COVID:

Items that will be covered:

  • Site or facility preparation costs (set-up or tear down including staff costs) not previously reimbursed by federal, state, or local government.
  • Supplies or materials not previously reimbursed by federal, state, or local government.
  • Contracted staff costs not previously reimbursed by federal, state, or local government.
  • Minor facility repairs needed to resort current building to normal use (painting, furniture replacement) not previously reimbursed by federal, state, or local government.
  • Administrative costs (limited to 10% of total county allocations) not previously reimbursed by federal, state, or local government.
  • Loss of rent of a current facility, if the facility was used for a vaccine event instead of using the facility for it’s intended use that encountered a loss in revenue.
  • All other costs as deemed reasonable and appropriate by Jackson County and meeting current CARES act guidelines.

 Items that will not be covered:

  • New Vehicles
  • New Salaries
  • New Buildings
  • Rent on new facilities

 

Qualifications

Funding will be restricted to organizations providing vaccinations in Jackson County. Funds distributed are aimed at partially reimbursing those organizations providing vaccinations who have experienced increased demand or loss of funding during the COVID-19 pandemic. Your funding request must reflect your March 1, 2020 – December 31, 2021, budget. 

 

Eligibility

  • Be in operation on or before March 1, 2019.
  • Have hosted at least one COVID-19 vaccination clinic.
  • Be current in the payment of all Jackson County and local taxes. 
  • Must be physically located in Jackson County with a physical Jackson County mailing address.
  • Demonstrate increased demand on facility or staff/or a loss of funding since March 1, 2020, due to responding to the COVID-19 public health emergency.
  • Completed application which includes the online form and e-mailing documentation to CARES@jacksongov.org. Documentation required budget, invoices/receipts, organization reports or spreadsheets. Invoices/receipts must be submitted to prove expenditures that have not already been funded through another group.
  • Your funding request must reflect your March 1, 2020, to December 31, 2021. budget.

If awarded funding you will receive an e-mail from CARES@jacksongov.org with next steps on how to receive funding. 

Meeting the criteria does not obligate Jackson County to aid any organization providing vaccine distribution services. Any award granted under this program may not be utilized for reimbursement to donors for donated items or services.

This funding may not be used for expenses that have been, or will be, reimbursed under any federal, state, local program. Any amount awarded under this program shall be reduced by the amount of funding received from other Cares Act assistance.

No applications will be considered after 6:00 p.m. on July 21, 2021.
