2014 Request for Proposal (Prevention) 

December 3, 2013 Deadline 

Proposals for the 2014 substance abuse and violence prevention programs must be submitted to the Purchasing Department no later than 2:00 p.m., on December 3, 2013. 

There will be a pre-bid meeting on November 12, 2013, at 10:00 a.m. in the Jackson County Legislative Chambers located at 415 E. 12th Street, 2nd Floor, Kansas City, MO  64106, for agencies reapplying for prevention funding.

Evaluation Process
Proposals received by the COMBAT office will be evaluated by outside reviewers to determine whether the programs meet funding criteria. Applications that are determined to have met the RFP criteria will be presented to the Jackson County Drug Commission for approval before being presented to the Jackson County Legislature.

The application itself can be reached from the COMBAT site but all directions of the RFP as posted in Purchasing must be completed.

A prevention program offers a planned, organized set of activities designed to reduce the risk of and incidence of illegal or age-inappropriate use or abuse of alcohol or drugs or violence. Prevention is a proactive process which empowers individuals and systems to meet challenges of life events and transitions by creating and reinforcing conditions that promote healthy behaviors and life styles. 

Prevention programs help in providing action that leads to planned change which creates conditions that give persons the best chance of success in their lives and community.  They advocate actions, policies and procedures to shape our culture in support of healthier lives. Prevention activities and services are provided to an identified target population within a designated geographic area. 

The target population may include individuals, groups, organizations, communities and the general public. The target population may include individuals or groups considered to be at-risk or high-risk in their potential for substance use or violent crimes.  Prevention activities are not specifically or primarily directed to persons who need treatment for substance abuse.

All COMBAT funded prevention programs must identify outcomes they are meant to produce that show they were effective.
