The Community Backed Anti-Drug Tax (COMBAT) is supported by a county-wide sales tax, at the rate of one-quarter of one percent for a period of seven years, used solely for the purpose of the arrest and prosecution, incarceration, treatment and prevention of drug related offenses and violent crimes; and the judicial processing of adult and juvenile violators of such offenses. Anti-Drug Sales Tax funds annually generate over $19 million (an average based on revenues over the last 10 years) and are used throughout the county to support these efforts. The Jackson County Drug Commission is charged with the responsibility of establishing the priorities of COMBAT and making recommendations to the Jackson County Legislature for the funding of various initiatives that support this mission.
Drug and violent crime related initiatives are supported through an allocation formula approved by the legislature.
Opportunities exist for community agencies to apply for COMBAT anti-drug sales tax funds that support prevention and treatment programs. COMBAT looks to fund programs that are comprehensive, innovative, and evidence-based that address substance abuse, drug abuse prevention, or prevention of drug-related or violent crimes. COMBAT funds community agencies through a Request for Proposal (RFP) process and/or a funding application process. RFPs are issued every two years for prevention and treatment, and renewed through the funding application. Grant match funding can be applied for yearly through the funding application process.
Agencies interested in applying for COMBAT funding must meet certain criteria.

Eligibility For Funding
All applications for COMBAT funding must meet the following requirements:
All funding requests must be from a Jackson County agency, or have a service site located within Jackson County.
An agency applying for funding must be in existence for more than two years, or under a not-for-profit parenting agency that has been in existence for more than two years.
Any agency applying for more than one COMBAT funding source must complete an application for each funding source and the program(s) must be different from the other funding source.
COMBAT funds cannot be used to make capital purchases.
COMBAT funded programs must address drug addiction, drug-related crime, or violent crime.
