The Jackson County Legislature adopted Ordinance #4082 on January 26, 2009, enacting sections 5626., 5627., 5628., and 5629., Jackson County Code, 1984, and adopted Ordinance #4304 on April 11, 2011, relating to the issuance of permits for the seasonal retail sale by non-profit organizations and the licensure of wholesale and retail sales by wholesale fireworks distributors of consumer fireworks. During the course of this year and in future years, the Legislature may make changes to the application process and scope and use of the permits and licenses as deemed necessary for public safety concerns and practical experience.

Kindly complete the one that applies and return it to Mary Jo Spino in the County Clerk’s office at the address listed below no later than April 29. For a checklist and fee schedule CLICK HERE. Please follow the fee payment instructions included on the fee schedule.
For a zoning determination form CLICK HERE. This form needs to be completed and returned to the Department of Public Works in Independence no later than April 29 each year for all seasonal sales permits and the initial period for wholesale distributor licenses. The Department of Public Works will forward the determination to the County Clerk.
Applicants will be notified if accepted. Non-profit organizations must be in existence for at least five years for consideration. Please understand that there will be 4 licenses issued to wholesale distributors (with optional retail sales) and a total of 9 permits issued to non-profit organizations. Preference will be given to Jackson County distributors and organizations.
