New Account

To establish a new individual personal property account you must bring the following documents to our offices:

1) If you are already an Established Jackson County Resident:

Please bring your Vehicle Titles, Vehicle Registrations or Renewals

OR your Missouri Application for Title and Title (If a new purchase, the back of the title must be properly completed)

2) If you are a Missouri Resident moving to Jackson County from another county within Missouri:

Please bring a copy of your Tax Receipt or a Tax Waiver from the county from which you're moving (past two years)

OR your Titles, Vehicle Registrations or Renewals

OR your Missouri Application for Title and Title (If a new purchase, the back of the title must be properly completed.)

3) If you are a New Resident to Missouri (moving from another State):

Please bring a copy of your Vehicle Registrations (previous three years covering January 1)

AND/OR the documents listed below can be in any combination, but must cover January 1 with an out-of-state address for the past two years:

  • Bank statements (PO Box addresses WILL NOT BE ACCEPTED) and/or
  • Utility bill (indicating "service at" address) and/or
  • Lease agreement or mortgage payment statement and/or
  • Credit Card statement (PO Box addresses WILL NOT BE ACCEPTED)

4) If you are member of the United States Armed Forces and your Home of Record is out of State:

Please bring a copy of your Missouri Application for Title and Title (if a new purchase, the back of the title must be properly completed)

OR your Titles, Vehicle Registrations or Renewals AND Your LES or DD214 Military Form

Statement of Non-Assessment (Tax Wavier)

To obtain a statement of non-assessment (tax waiver) you must bring the following documents to our offices:

1) If you are already an Established Jackson County Resident:

Please bring your Vehicle Titles, Vehicle Registrations or Renewals

OR your Missouri Application for Title and Title (if a new purchase, the back of the title must be properly completed)

OR proof of vehicle disposal, including proof of the date of sale/disposal (if trying to get a vehicle removed).

Acceptable documents may include copy of document showing trade-in, including VIN of vehicle sold OR receipt from the business that received your vehicle (donated or sold for scrap), including full description.

2) If you are a Missouri Resident moving to Jackson County from another County within Missouri:

Please bring a copy of your Tax Receipt or a Tax Waiver from the county from which you’re moving (Past two years)

OR your Titles, Vehicle Registrations or Renewals

OR your Missouri Application for Title and Title (If a new purchase, the back of the title must be properly completed.)

3) If you are a New Resident to Missouri (moving from another State):

To add a vehicle to your existing individual personal property account you must bring the following documents to our offices:

1) If you are already an Established Jackson County Resident:

Please bring your Vehicle Titles, Vehicle Registrations or Renewals

OR your Missouri Application for Title and Title (If a new purchase, the back of the title must be properly completed)

2) If you are a Missouri Resident moving to Jackson County from another County within Missouri:

OR Marriage Certificate
