This 2.1 mile long project includes widening the road from two 12-foot wide lanes to five 12-foot wide lanes with turning lanes, curb and gutter, and 10-foot wide concrete bike path.

Current Status:
Construction contract awarded. Expect to begin construction by March 2008. Utility relocations have been completed or are underway.

Schedule: Construction expected to begin in Spring 2008.

Liggett Road will be closed beginning May 29, 2007, from the Lake JACOMO Dam to Blue Springs City Limit at Highway 7 (on the east) for major improvements. The road is slated to reopen in spring of 2008.

Currently, this one-mile plus segment on one of Fleming Park’s primary access roads is an important shortcut for commuters. It carries an average traffic count in excess of 6,000 vehicles per day and that traffic is expected to increase significantly when Fleming Park eventually connects to the future Moreland School Road in Blue Springs. Unfortunately, the current road has multiple sets of sub-standard curves and is two lanes for most of its length. The new alignment will provide a better, safer road for drivers.

Enhancements to Liggett Road include :

  • Improved horizontal and vertical alignment for increased comfort and safety (softening of sharp curves)
  • Wider lanes—from 12-feet to 16-feet
  • Concrete curb and gutter
  • Enclosed storm water drainage system
  • A “T” intersection at Liggett’s connection with future Moreland School Road (on the east end of the project)
  • A 10-foot wide, concrete bicycle/pedestrian path that will link a path on Woods Chapel Road to the future path along Moreland School Road.
  • Paved parking lot at trailhead 

Current Status:  All major work is complete except temporary seeding.  Once temporary seeding is complete, the road will be open to traffic.  There will be miscellaneous items to complete after the roadway is open.

The detour is as follows : Woods Chapel Road north approximately one mile to 40 Highway, east approximately 2 miles to 7 Highway then south approximately 1.75 miles to Liggett Road.

History : A 1922 County map showed Liggett Road aligned between Missouri Highway 7 and the area that is now Fleming Park. When Fleming Park was actually created in the 1950s, Liggett was realigned across Lake JACOMO Dam and into Woods Chapel. The rapid population growth in Blue Springs forced Liggett to become a major collector—well beyond its original design capacity. Traffic volume is now at a critical point.

The City of Blue Springs has already constructed Moreland School Road from Adams Dairy Parkway to 19 th Street. They also intend to continue Moreland School Road West to intersect with Liggett Road. The County’s portion of the Moreland School Road/Liggett Road corridor will close the only remaining gap from Adams Dairy Parkway to Woods Chapel Road. Jackson County appreciates your patience while we strive to provide the best road possible.

Troost Avenue at 85 th Street has been closed since January of 2007 and is currently under construction. Scheduled completion date is June, 2008.

The project extends from Holmes to Lydia on 85 th Street and 89 th to 83 rd Terrace on Holmes. The project is a total bridge replacement and a widening of a section of 85 th Street.

Enhancements call for reconstruction of 2800 linear feet of four and five lane roadway that include:

  • Asphalt paving
  • Pavement Marking
  • Curb and Gutter
  • Sidewalks
  • Excavation and Embankment
  • Enclosed storm sewer system
  • Rock Blanket
  • Concrete Retaining Walls
  • Water Main Relocation
  • Street Lighting
  • Landscaping
  • Traffic Control

The bridge is a 400 foot steel girder structure that features:

  • Drilled shafts
  • Driven piling
  • Decorative Form Line
  • Concrete slab on steel girders with precast panels
  • Decorative metal railing

The detour reroutes traffic north on Holmes or Paseo to 75 th St. The Troost Ave. traffic is routed over to Holmes on 89 th and 75 th .

Blue Mills Road is closed to through traffic at Atherton. It is closed to all but local traffic at Lentz. It is scheduled to reopen on May 25.

Water damage caused significant slippage on a stretch of Blue Mills Road. The repairs are

being handled by the Jackson County Road and Bridge Department. Crews are using rip rap to stabilize the soil. Compacted clay will be added to build and smooth the area. For information contact Sam Davis at sdavis@jacksongov.org .

Alternate Route: Drivers heading east should use 24 Highway East to 7 Highway. Westbound commuters should use Twyman Road (same as 7 Highway) to 24 Highway and continue West to Blue Mills. Signs have been posted.
