Director: Dawna Shumate The Jackson County Office of Human Relations and Citizen Complaints (OHRCC) is the ombudsman for Jackson County. It receives and investigates complaints of alleged discriminatory acts or practices with respect to county departments, public accommodations and housing. OHRCC is a unique office among state and local ombudsman offices in the country. The office has specific civil rights and human relations duties, and is the only office chartered with these duties. The office has the power to conduct formal investigations and issue reports. The ombudsman/director is an independent public official who receives complaints from aggrieved persons against county departments, agencies, and offices. The Jackson County Commission on Human Relations and Citizen Complaints was created by a vote of the citizens of Jackson County on November 3, 1970. The Home Rule Charter went into effect January 1, 1973. The Commission is composed of eight county residents, appointed by the County Executive, representing each legislative district. Mission The Office of Human Relations and Citizen Complaints exists to discourage and resolve unfairness and ensure compliance with statutory protections afforded the citizens of Jackson County. The Office of Human Relations and Citizen Complaints (OHRCC) receives and investigates complaints involving county government and acts on such complaints in an equitable and expeditious manner. The Office of Human Relations and Citizen Complaints promotes improvement of human relations between citizens and between citizens and government, and promotes the protection of civil rights and civil liberties of all Jackson County citizens. The public is welcome to attend.
