The basic functions of the Human Resources Department are divided into three units.

• Employment and Selection Unit recruits, screens, tests, and refers qualified applicants for hire.
• Classification and Compensation Unit maintains point factor job evaluation and classification systems.
• Employee Benefits Unit administers fringe benefits and training within the County.
