Director : Mary Jo Spino The Clerk of the County Legislature, Mary Jo Spino, was appointed by the Legislature on March 18, 1991. As stated in the Constitutional Home Rule Charter of Jackson County, Missouri, she shall provide the legislature with administrative, research and staff services in the performance of its functions, and supervise the activities of persons the legislature may appoint as its staff. The Clerk of the County Legislature shall attend the meetings of the legislature, keep record of the proceedings of the legislature, and other permanent records of the county, and keep the County Seal. The Jackson County Legislature is required to hold at least 48 regular meetings each year as stated in the Constitutional Home Rule Charter of Jackson County, Missouri. The first, third and fifth Monday of the month, the meetings are held in the Kansas City Legislative Assembly Area located at 415 E. 12th Street, 2nd floor. The second and fourth Monday of the month, the meetings are held in the Independence Courthouse Annex, 308 W. Kansas, Independence Legislative Chamber, Ground floor. The county clerk is also responsible for notary applicants in Jackson County, Missouri. The Clerk of the County Legislature often referred to as the County Clerk has two offices at which notary public applicants can appear to pick up their commission.
