| The Assessment Department is primarily responsible for the valuation of all real and personal property in Jackson County. This includes approximately 289,000 real property accounts, 310,000 individual personal property accounts, and 28,000 business personal property accounts. All personal property accounts are revalued annually through declaration forms, reviews and audits. Real property is revalued every odd-numbered year, with the exception of the annual review of building permits, splits/combines, new plats and taxpayer review requests. The result of this process is to manage the assessed valuation tax base for Jackson County that provides funding for all other County functions, as well as for the numerous political subdivisions within the County. Certificate of Value January 1, 2004, a new law took effect requiring that a Real Property Certificate of Value (COV) be filed along with any deed or other instrument transferring real estate in Jackson County, Missouri. This legal duty is imposed upon the grantee (buyer). You may download the COV form from this web site. Forms are also available at Assessment Department/Taxpayer Assistance at our two locations below. Any person who fails to file a completed Certificate of Value when required to do so, or who knowingly files a false certificate, violates the law and may be punished by a fine of up to $1,000.00.
