OMBUDSMAN [om-buhdz-muhn]: noun - a government official who hears and investigates complaints by private citizens against other officials or government agencies.

Office of Human Relations & Citizen Complaints
The Jackson County Office of Human Relations and Citizen Complaints (OHRCC) is the ombudsman for the County. It receives and investigates complaints of alleged discriminatory acts or practices in County departments, public accommodations or housing.

OHRCC is a unique office among all the state and local ombudsman offices in the country. The County's office has specific civil rights and human relations duties, and is the only office charted with these duties. The office has the power to conduct formal investigations and issue reports.
